Rules on the Red server?

I've been searching for a bit, but dont see any exact specifications, what are the rules as far as levels? is it complete free for all, with no level restrictions, or is it similar to the Rallos Zek server where its 4 levels higher and lower? any info on the rule settings would be great, and this whole idea and effort put into this is awsome Thanks to everyone involved.
