They told him to drop the gun like 100 times. He responds with "Fuck it, come get me, fuck ya'll", "Suck my dick", "Ya'll think I'm playin", "I'd rather die right here", and said he was going to try and shoot the cops. It took them an entire 12 minutes before they shot him.
He's lucky he didn't get shot 4000 times within 30 seconds of the video opening.

for the most part cops are the worst marksmen around, particularly in urban areas where their experience with firearms amounts to nothing more than qualifying at 15 feet with 2 mags every year.
between that and the shoot till it stops moving training that any worth a shit tactical instruction course hammers in the average cop will blow his entire mag in a volley once the shooting starts (which is why most of the cops in the north hollywood shootout ran out of ammo within minutes of the shooting beginning)
if they fire 88 times thats typical, if they actually hit him 88 times they are probably the straightest shooting cops within 300 miles.

because rubber wont grip the lans and grooves in the barrel, which means rubber rounds have to be shot out of a shotgun and have a short range.
course even if they had some kind of incapacitating laser that was accirate from 3 miles it is better to shoot him 88 times so that the taxpayers do not have to waste 70 grand a year storing him for the next 50.

a typical handgun is accurate to anyone trying to hit what their shooting to 50 yards, i can hit paper plates all day long at 100 with my glock 17, i sure as fuck would not risk getting shot and walk across a wide open space to get within range of my beanbag vs someone that purporetdly has the ability to kill me at twice the range.
real life is not call of duty, you dont respawn 15 seconds later.
no, instead i would sit behind the car for 12 minutes until he made a move then shoot him like everybody in the video did.

Generally, the longer the barrel the better the accuracy. A 12 gauge with an 18 inch barrel firing beanbags is very accurate at 50 feet and effective up to about 75.

If a situation escalates to the point where lethal force is involved police are trained to completely empty their magazines. The guy is a shit head, and got what he deserved. If you were a cop and someone pulled a gun on you, are you going to shoot him once and hope he decides to give it up, or are you going to unload everything you've got in the interest of self preservation?

It wasn't a gun it was a sandal (and it definitely wasn't shooting) and he dropped it when the dog came for him. If they hadn't been so trigger-happy, that would have been the end of it.

If you're going to send in the dog then let the dog do what it was trained to do. It did. Hell, it even worked -- the guy dropped his sandal. Up to this point they had a win on their hands. Sadly, some pants-pisser couldn't control himself and opened fire and killed the only competent one on the scene -- the dog.
Listen to them talk after the shooting -- they know damn well they fucked up. I have no pity for police who are incompetent. He had been holed up claiming he had a gun, was wanted for murder, and would go down by suicide by cop. Then when they released the dog he jerkily and hastily pulls his hand out toward the cops and threw the sandal. They didn't know it wasn't a gun.
After threatening to shoot at the cops for 12 straight minutes, the guy deserves a Darwin award for doing something so stupid.

He said he had a handgun. He said he'd shoot them and the dogs. He was uncooperative with the police and was unstable.
The dogs are released as promised and the guy moves his gun hand out in a movement similar to shooting, but ends up throwing the gun. By then the police are firing.
Everyone has 20/20 hindsight, but look at it from the perspective of the police. It's an armed man threatening to shoot you, your coworkers and your police dogs. The man makes a quick move like that and what were they supposed to do? Wait and see who he's going to aim at first?
Color doesn't matter. This guy could have been a 40 year old white guy in an Armani suit on the steps of his Beverly Hills mansion and he still would have been gunned down if he acted suspicious, threatened to shoot and then made a jerky move that looked like a gun draw like the man in the video did.
