I am the first to admit when i am wrong, but i want to do some in game testing after work before I concede.

I'm thinking you should probably apologize to reiker right about now.

he was rite to some degree. once ur health drops below 25ish% hp, AGI goes in neg numbers and once u reach 74and below you WILL start to crawl

Its the same as what Mardur said. You're assuming that you're slowing to agility loss but the thing that's lowering agility has a movement speed side effect. If agility directly affected movement, wouldn't enchanter suffocate spells slow due to str and agi loss?
