The song was written in 1991 by adults.
The group said and did a lot of things for shock value to garner attention (and of course sell records.)

But to take that little part out of the song, you are loosing all the context about how people get labeled (due to the color of their skin) without them ever having done any of the things that they are stereotyped as doing.

It doesn't take a genius to understand what they were writing about.
