It wasn't a cheap shot, Ortiz is just an idiot. Joe Cortez clapped his hands together (ending the break, starting the fight again), and Ortiz tried to hug Mayweather (after already kissing him on the cheek - draw your own conclusions) who had his guard up the whole time.
