Meditate Skill Will not Train

For 2 recently created Characters, I receive the message attached in photo.
When I zone or log out, the skill resets to 0.

Assistance would be greatly appreciated.

What level?
Enc/Mag/Nec/Wiz can’t learn Meditate til 4;
Clr/Dru/Shm can’t learn Meditate til 8;
Bards can’t learn it until 10;
and Paladins, Rangers, and Shadow Knights get it at 12.

The level cap is not listed next to meditate like all other skills. There lies the confusion.
