Assuming no jboots and no sow, how much faster is run+strafe vs run alone on a percentage basis?
Is Run+strafe faster than jboots without strafe?

Forward unbuffed is ~29.73 loc/second, strafe run is ~33.26 loc/second, so almost 12% faster.
Jboots forward is ~40.15 loc/second, which is consistent with the wiki value of a 35% buff.
Strafe is less helpful the faster you go, but still helps a little even at max selos.
I measured these values. I used a log parser to add a high precision time stamp to each log line. Then I ran in the flat area outside kael on the ew side, and did a /loc at the start and end of each test. I used the locs and the high precision timestamps to calculate speed.

~76.27 forward / ~77.71 strafe.
I checked the forward number with both drums of the beast and with empty primary/epic+puretone. Strafe number was only tested with drums of the beast but I don't have any reason to think puretone would be different.
I didn't test a drums of the march but people tell me it visually matches beast speed.
I did these tests a while ago and one of my favorite realizations was that I can comfortably leash something in place: 1000 loc leash distance / selos forward speed = ~13.1 seconds, which is shorter than a bard mez.
