Test of Tactics
Single Elimination 6 VS 6 competition for all rounds.

Dates:
Green: February 11th 1PM EST
Blue: February 10th 9pm EST
Final on Green, Date Febuary 18th, at 1PM EST, all servers will be represented.
Spectator and General Rulings
Guides and GMs are considered judges and therefore restricted from being attacked. Anyone found attacking a GM or Guide may be banished from the Arena or death touched without warning.
The Arena is off limits to unauthorized PvP 15 minutes before and 15 minutes after the event. This is to ensure that the contestants and spectators are safe.
Spectators shall remain seated and may not cast during the match. Any spell casting shall be considered aimed at a participant, and either harmful or helpful to someone in the match. Anyone who casts any spells (including Bard songs) during a match can be death touched and removed from the Arena.
Spectators shall not use /shout for any reason, but use /ooc instead. This is so that those involved in the match can use /shout, and the /ooc channel can be turned off to reduce distraction to the contestants involved. Use of /shout at any time can result in a silence command being issued, rendering the player unable to use any form of communication, or banishment from the Arena.
Spectators shall not interfere with this event. Severe penalties are used only when directly attacking a player involved in the match, attacking a judge during the match, or healing a player involved in a match.
We may limit the amount of people in the zone to control conditions of lag or frame rate for the participants. The event shall start open seating, but may close off at any time. The Event Staff may use any sort of decision on who stays and who leaves to ensure the event is a success. This should not be implemented until a minimum of 150 players in the zone has been reached.
AoE Spells ARE allowed in game. This has the potential of killing off some of the younger spectators, if you are killed by one of these spells, please pull your corpse out of the PvP area and await for a GM or Guide to give you a resurrection.
Combatant Rules
An entry fee of 5,000 platinum pieces will be required per seven-man teams. Money is to be given to an Event Coordinator and is due before the first match. The pool of money will be given to the winning team to divide up how they see fit.
The captain of the First Place team on each Server will be awarded the title of "The Tactician". In addition, all team members will be awarded the Golden Championship Ring. (https://everquest.allakhazam.com/db/item.html?item=4769) The team who wins first place in the finals competition shall have all team member’s rings replaced with the Platinum Championship Ring. 7 person teams can be made up of any race/class combination of levels 52 or greater. Only 6 may compete per match and teams may switch out any team member for the seventh player between the matches. Once the buffing period starts, switching may not take place until after the match.
The owner of the account must play the character; No "Ringers" will be allowed. If you are not the owner of the character, you can’t play the character in Best of the Best. If caught, you will be automatically disqualified, prizes will be forfeit, and banned from future Best of the Best events.
You are only allowed to register for one event. You can’t register for multiple server events. .
No more than two of any one class on a single team will be allowed.
The seventh man out is free to coach his teammates from the side lines or top of throne and will be allowed to use any in-game channels to do so.
All participants will be debuffed before the match.
Weapons with the following spell effects attached to them will not be allowed; Knockback, Fear, Invisibility, and Shrink.
A buffing period will be set for the first 30 seconds of a match followed immediately by combat. Mana will not be replenished after the 30-second period. The seventh man out may not help buff his teammates. Any created pets must stay in bounds just the same as any member of the team. If they cross the line into the other team’s area, the judges shall immediately kill the pet. Pet control will be key and pets should be made as far back from the other team as possible.
Limited Activatable items will be authorized, these items include ONLY the following.
Journeyman's Boots
Crystallized Pumice (Egg-shaped Pumice is not allowed)
ANY final Epic weapon is authorized to be held and right clicked.
Shuriken of the Tranquil will be banned in this event.
With exception to the aforementioned items with activatable properties, all items, weapons, and armor will be allowed in this event with the exception of Shuriken of the Tranquil. Activatable items of any kind may only be used for stat bonuses and processes. The right clickable effects are prohibited and will result in disqualification if used.
Unauthorized Spell List
Any form of Fear, unless directed at a pet
Any form of Charm, unless directed at a pet
Gravity Flux or Invert Gravity
Group based wolf form of any kind
Skeletal Illusions, not including Lich or Demi Lich
Bard Travel Songs
Any type of gate or translocation spell (Example shadow step)
In the event that the combat exceeds 30 minutes of real time, then the Event Staff will increase the size of the combatants every 2 minutes until combat is over.
The top of the throne is off limits to the combatants during the matches. The only people that may use the top of the throne are the seventh person of the teams and any press that are allowed to witness the match. The four firepots are also off limits to the combatants.
Starting positions are allowed anywhere that is legal (meaning not on the throne or in firepots) that is on your half of the tiles.
Judges reserve the right to disallow fleeing to take advantage of regeneration by giving warnings for delay of match. A third warning will result in disqualification of the player. This is to prevent 60+ minute matches that were seen in Test of Tactics on live.
Any use of exploits or bugs will result in immediate disqualification from the event, and is a break in the rules of conduct as set forth P99’s PNP Policy.
Finals
Those champions who go to Green are bound by additional rules: The character used for the event cannot adventure on Green for any reason. Handing off even the smallest items to a player on Green is considered duplication, resulting in a Disciplinary actions against the account, and loss of that item on your home server. Those found abusing this rule may have further action taken against the account at the discretion of CSR.
If your character was moved from another server you may only log into the character up to an hour before the event. You may not explore outside of the arena.

No you are not allowed to click the POM flowers. You may only click the items that are on that list.

Curious if there is intention to fix the "Spells wore off" issue prior to Test of Tactics. Not knowing when detrimental spells fade or are countered via dispells/cures, will cause a major disadvantage to caster classes, potentially skewing the outcome of matches.

Question:
Can you please specify if the players will be allowed to utilize the entire arena or if they will be limited to a smaller space (such as just around the throne center area. This has an effect on class choices depending on the size of the space we are allowed to fight in.

Two quick Qs regarding the Test of Tactics. 1) "No more than two of any one class on a single team will be allowed." Does this include the person sitting out? For example, 3 warriors on a team (but warrior #3 is the captain and sits out the match, so only two warriors are fighting)
2) Is casting dispell or flash of light on the enemy team allowed?

No the member sitting out can not buff their team mates.
To answer tunes question. yes the weighted axe will be allowed.

I've always felt that eliminates the skill element and makes the TOT a roulette of who gets the easier matchup to save their discs. I remember this with the Rogue BOTB on red years ago and it does make it less about tactics and more about who got to breeze through rounds and hold their discs. might as well disable using discs.

I would reset them but unfortunately as a senior guide I do not have that power. I can't guess if a GM will be there or not. Not going to prevent people from using discs.

Cool the GMs are doing this but p sure ToT was Kunark era on live.. Velious and bowquest automatically invalidates any results, hopefully it at least draws attention to it and gets it fixed. Not classic.

not gonna lie and not trying to be that guy but if im being honest, this event was horrible at least in the spirit of a "test of tactics"
a test of tactics should be a test of tactics, otherwise its like lets see who has the fastest car...... but it cant have 4 wheels, it has to be made by X....singles race only...
2mins before the event, OK you can bring a friend.
first match is over, ok who wants to change this to best of 5?
does nobody else see this as weak? (dont want to seem ungrateful for an event but, i dont have to be ungrateful to show up to a store giving away free apples to find its actually oranges and say you should fix your sign)
for future reference, i think its safe to say hash out the rule details ahead of time and never change them at the start or mid game....i think most can agree on at least that.

In Visceryn's defense, I saw he had some form of brackets in tournament when there were 3 teams in the tournament. IIRC, it was originally gonna be first team to 3 wins. But since he had a team drop out, he changed it to best of 3 fights.
It would have made no difference if it was best of 5/7/9/11. The superior team won the tournament. Watching Merz fight was hilarious though, he did less damage than Drybone and Drybone died in the first 5 seconds of every round. Not sure why you'd let that person in your team.

the only reason he suggested 3/5 was cuz the first match was so quick, and as wharfrat said, a team dropped out. perhaps a hasty decision. came in strategizing for 3 rounds. understandable.
but then when people freaked out he didn't change it??? i dont think he was trying to sabotage anyone.
i get the ringer one. in the end it didn't matter.
i do agree rule changes mid contest are lame, but this was not the display of patent deception and disregard people are making it out to be.
and obviously people will do their damnedest to cheat/bend the rules no matter what rules are decided. ramp running and folks getting called out for clicky shenanigans yesterday. people not grasping the concept of a 30 second buff period. vis is just one dude and he was herding cats.
it was still entertaining. that's all this is for.
just chill and enjoy the free show already.

never thought it was.
however.....
as opposed to doing it right,
(aka, no sudden rule changes, and a disregard for basic tournament format (aka brackets dont change and the players vs leaver advances))
he chose to change the rules stated and break the format which only opens up the possibilities of not only that (corruption/rigging) but it stands to buff some while nerfing others which again kinda defeats the purpose of doing it in the first place.
again, i am thankful it was a hosted event and i dont want to be mistaken, its just like the sign reference though.....gutting the fundamentals is all
(ngl either, wandering into not safe areas and getting your corpse camped shouldnt allow gm's to summon bodies for them either...they should show up naked if they want to watch, or be careful, but i dont see how summoning bodies should be a thing for an event either)

Just wanted to be super-clear on this as it related to Breezeboot's Frigid Gnasher (https://wiki.project1999.com/Breezeboot%27s_Frigid_Gnasher). It seems like it would be fine to equip the item, but clicking it is of course prohibited. Did I get that right?

Honestly would be surprised if you were able to get a cast off. It's a very small square to fight on and you stand still and you die. Guess that depends on the team makeup though.

I chose to allow ringers for red because you guys all share accounts so much it's impossible to keep track of it all anyways. I was working solo and had no time to actually verify if there was ringers or not anyways. Plus if I wouldn't have allowed it then there would have been no match on red and no one would have advanced to the finals. If there was only one team I would have had to cancel red out of the whole thing.
I thought the matches were going to be way longer (30-40 minutes) like they were on live. Once I saw that they were literally over in a couple minutes I thought it would be fun to do 3/5 instead so it was a slightly longer event for you guys.

can only imagine the work you have put into this and thankful we had the chance to have an event on Red given how long its been since the last one. looking forward to the Blue and Green events!

sorry but i just feel you're wrong.
IMO, if someone drops out of the tournament, their enemy should auto advance, not switch the rules around..(btw if 5 teams total someone would have to auto advance anyway.)
same thing goes for changing rules on the fly, same thing goes for planning.
again, you say planning wasnt a problem but yet u say you didnt post the rules early (you did, even the ringer rule which was last added was a couple days before hand)
sign ups were like 24hrs? 48hrs before? not even?
if a huge effort went into these im super underwhelmed, if thats the case i can plan and host some (im not guilded and could care less who wins) events and not do any of that if this is the case.
feels like excuses for lack of planning and huge oversight just how bad changing the rules right before or mid event is.....
you want to have a test of tactics, have a test of tactics....but dont call this one and dont overlook how bad doing that stuff actually is (rule changing)
(not trying to be a dk, but if ur job is to put something put a number on it and you put a letter, im not going to tell you good job just because.
(again im not mad at you, and im thankful for something over nothing, but dont overlook the bad points of the something just because you made it, be better, accept criticism without it being personal)

Banning Shuriken of the Tranquil from the event. We've had some concerns this week with how powerful it is and it is indeed too powerful for this event. The item was hitting for 400 consistently with spikes close to 1k. Fully geared players were dying in less than 8 seconds which is just too over powered.

The item was hitting for 400 consistently with spikes close to 1k. Fully geared players were dying in less than 8 seconds which is just too over powered.

just have everyone make a lvl 1 ogre and beat eachother with rusty swords, winner can be best of the best....otherwise, this just feels pigeonholed into oblivion because its not what YOU wanted.

just have everyone make a lvl 1 ogre and beat eachother with rusty swords, winner can be best of the best....otherwise, this just feels pigeonholed into oblivion because its not what YOU wanted.

sorry but i just feel you're wrong.
IMO, if someone drops out of the tournament, their enemy should auto advance, not switch the rules around..(btw if 5 teams total someone would have to auto advance anyway.)
same thing goes for changing rules on the fly, same thing goes for planning.
again, you say planning wasnt a problem but yet u say you didnt post the rules early (you did, even the ringer rule which was last added was a couple days before hand)
sign ups were like 24hrs? 48hrs before? not even?
if a huge effort went into these im super underwhelmed, if thats the case i can plan and host some (im not guilded and could care less who wins) events and not do any of that if this is the case.
feels like excuses for lack of planning and huge oversight just how bad changing the rules right before or mid event is.....
you want to have a test of tactics, have a test of tactics....but dont call this one and dont overlook how bad doing that stuff actually is (rule changing)
(not trying to be a dk, but if ur job is to put something put a number on it and you put a letter, im not going to tell you good job just because.
(again im not mad at you, and im thankful for something over nothing, but dont overlook the bad points of the something just because you made it, be better, accept criticism without it being personal)

How you're choosing to address your thoughts about changes, while heart-felt, is becoming abrasive. If there are additional updates to this event, an announcement will be made. As always, attending the event is at your discretion especially if not in agreement with how we choose to execute our events.

the only thing im boo hoo'ing is the spirit of the "test" "of" "tactics" and the fact its pigeonholed into....well this lol
if you're trying to promote competition, you dont nerf everything but the thing u want into oblivion bud.
btw farming an item from a raid zone isnt a cheese strat, the fact is almost everyone in this tournament is damned near best in slot....
its like a party saying cake for everyone, then theres a guy saying nah this guy cant have cake and not seeing a problem with it.
im not a yes man, never will be as it hurts both them and yourself, but to sit here and say good job when it clearly isnt, then missing the point and assuming ontop of it....kinda shows why its bad

(btw hosting a concert then showing up and there being no music....isnt a good event.... a concert is about music, if you have no music its no a concert.......i shouldnt be censored just because its your friends concert, you should realize i can be thankful for an event while also saying that the event, as far as a concert is concerned, was a bad concert (aka no music)... esp when im telling you how you can fix the problem while not insulting you in the slightest....telling someone they are wrong isnt insulting, its showing them the better way (provided solutions given like i gave)
(no rule changing, proper planning time, and just fixing his lies like where he said he didnt post rules before hand yet the very beginning of this thread alone shows otherwise.....again you guys are taking it personal because i pointed out the faults with the event rather than see it as an opportunity to fix it and make it better.....instead you guys are calling it abrasive for some reason you havent shared yet)

This is the green server bud, the majority of the people here are still raiding in half kunark/sky gear.

Banning Shuriken of the Tranquil from the event. We've had some concerns this week with how powerful it is and it is indeed too powerful for this event. The item was hitting for 400 consistently with spikes close to 1k. Fully geared players were dying in less than 8 seconds which is just too over powered.

Weighted axe dagarn bow is like 195 top end, shuriken is 1100 with practically the same delay haste capped, both suck but they arent even in the same tier of dumb.

I told one of the non-replying GM's weeks before the event the following..
If they wanted an entertaining and balanced fight they would make mandatory class inclusions. Just an example below.
2 hybrid (with one knight max.)
2 pure melee (with one warrior max.)
1 priest
1 caster
How much more fun would that be to watch? You think any casters will make it to the finals let alone win? I doubt it, this is outdoors with no height advantage and self buffs only with end of Velious raid gear. Melee's have too much HP and hit too hard, anything except that is practically a bad choice. Casters still have a place in pvp, but its not at ground level inside a tiny box where they can't flee and manipulate the engagment. Removing shadowstep and yonder almost makes sense, but there's already rules in place for what happens if the match is being delayed or drawn out that solves that issue. Those spells are essential for survival for some classes, and removing them doesn't accurately reflect what pvp is like. I can understand restricting consumables, but not self worn unlimited charge clickies. If there's something without charges you can click that's a problem, I sure can't think of it. - but apparently you did?
I'm sure the next event will be better if the GM's listen to the right people. (and I'm the right people)

absolutely great event TY gms !!! it really felt like the best teams won especially with the bo3 giving them time to work out different stratergies !! was great to see menden and visceryn kill each other aftewards !!! truly atriumph. ps i notice in this screenshot bradles looking VERy small have anyone investigate performance enhancing drugs ? sometimes when boys are not developed fully by certain age maybe testesterone therapy? --from a concerned doctor (im actually a dr in real life LOL)
