missing npc on green

I'm playing a dwarf cleric on green server, and I played in Unrest last night for about 6 hours. In all that time there was never a spawn of Torklar Battlemaster, who can drop a battleworn canteen for the Disciple Symbol quest. I asked a higher level character in the zone, and she told me she has played in Unrest on multiple characters over the past 2-3 months and has not once seen Torklar. Is it possible he has been deleted from the game? Will it become impossible to get the Symbol?
Interestingly, she also told me there has not been a crazed ghoul there either, and although I was not looking for him, I can verify that I did not come across him.

I'd definitely recommend checking out the dedicated bug section here (https://www.project1999.com/forums/forumdisplay.php?f=74) to see if the topic you're mentioning has already been reported or to ask, yourself, if the issue hasn't been so already.
It's certainly within probability, as I once did need to report a missing NPC on the server a time back.

Theres already a few bug reports on this. Based on the following one it looks like it wasnt added until July 2001 in the timeline which would be around February 2022 here

Thanks for the response. It looks like I won't be summoning any kegs until Valentine's Day.
