Was looking around the Ranger forums for other things and I noticed a discussion about the "new" zone-specific foraging items in the September 13th patch:

As I was working on implementing a quest, I needed to check forage specifics. During this, I noticed some inconsistencies of zones, so I thought I would open this up for more feedback/research.
For this test I specifically removed berries, fishing grubs, fruit, rabbit meat, roots, vegetables, and pod of water from the larger list as they are present in every zone. (They still exist in the database, but to make this readable I didn't want to clutter the results.)
Caveat: All zones have the above ^, except the following zones do not have pod of water:

These are for the bard epic 1.5 in OoW, definitely out of era.
Branch of Planar Oak is probably OOE, it's for OOE wood elf cultural fletching.
Branch of Sylvan Oak is also probably OOE, it's for a tinkering recipe in PoP.
There's definitely more that I'm missing but that's what I noticed at a quick glance.

I have confirmed most of these.
It looks like most cities don't have foraged specials.
I foraged for a long time and never found anything in Rivervale.
However, Halas does. Wouldn't it be funny if a quest
needed food foraged from Neriak?
Dungeons seem rather barren as well. With one exception
again, that being Mistmoore.
Doesn't is seem like the Ocean of tears and the
Oasis of Marr have their food switched? Coding error?

Plains Pebble (looks like a blue gem)
It is a new foraged item in the karanas. I foraged one in north
and south karana. It is no drop but not lore, not stackable.
Must be for a quest. does anyone know?

As a forager I have of late started to forage up a blue crystal looking object in S Karana that is called a Planes Pebble. Aftr hours of trying to discover its purpose I have been unsuccesful. The item is no drop so i cant even give it away. If you have any information regarding the mystery surrounding this object pls let me know.

On the news of the day at eqdruids.com, it was announced that there is
a new level 29 druid spell called Imbue Plains Pebble that will turn
a foraged plains pebble into a magic one that can be used in smithing.
I assume that is for the new colored armour though that was not stated
in the announcement.
The spell can be purchased at the NK gypsy camp.
There was also a new spell "Imbue Emerald", also for smithing. The
location for purchase of that spell was not given.
BTW, Imbued items are tradeable, so this may be a nice little money
maker for level 29 druids if there is a demand for colored armor :-)

Indeed, all iksars have forage, capped at 50.
These plains pebbles used to be no drop, but aren't any more. My ranger foraged them in the Karanas when they were no drop, he only started foraging these and other special items at skill 100, which is why people assume iksars can't forage special items, but I assume this must be different for iksars.

Although Iksar foraging is capped at 50, Iksar forage from the entire forage table, so they can get any of the special forages in a zone.
Plains pebbles are also used in cultural armor, and the reason the nodrop tag was removed from them is so that they can be given to a cleric at some point.
Looks like the NO DROP flag was removed from the Plains Pebble with the introduction of the Imbue Plains Pebble and Imbue Emerald spells in Sep2000.

Misty Acorns and Yew Leaves weren't on the forage table until Nov2001. Prior to this, they were ground-spawn only.

one thing you might want to remember is that misty acorns are NOT foraged, I have completed the quest and you can find misty acorns on the ground in misty thicket, they look like coins on the ground or something. I found my acorn on the upper level mob side of the wall near the orc camps kinda. All and all this quest took me about 7 hours to complete, but thats just because 2 of the forages were especially hard, those being the fireflare seeds in the FoB and the emerald orange from the EJ or TT, I think it is because there are several "rare" forages from these zones, and my luck just wasnt with me those days :)

I was there for about an hour, Daniel Enright was the sole person in the hot seat in the front of the room.
Things he said he would look into:
Drop rate of Swirling mists.
drop rate of HQ pieces of ore.
Making cultural pelts stack.
Adding yew leaves to the foraging table (even he admits that they sometimes spawn at the tops of trees, and was disappointed in the graphic chosen, but that any new picture would have to wait till after the release of SoL).
Some idols are not equipable by the listed races and classes even when worshiping the correct deity: Rallos zek and shadow knights was the example someone gave to him.

Yesterday's patch changed fishing and foraging a tad, and as word comes in, the site will be updated with more information. So far, we've got verification that yew leaves and misty acorns can now be foraged, if rarely. Cinnamon sticks are also now live, and folks will be trying to pin down the trivial for Pixie Powdered Cinnesticks (it trivials somewhere above 174!). Still no word on a verified recipe for the brellium chain, though there's even a few gnomes who've decided to try and see if they can figure out a working recipe.

I've been finding 'misty acorns' on the ground all over Misty Thicket. It is a stackable item.
Does anyone know what they are for? Someone mentioned in passing that they are for a new armor quest.
Any help would be appreciated.
This lines up with the release of the Halfling Cultural armor and the pieces of HQ ore discussed here (https://www.project1999.com/forums/showthread.php?t=436436).

You may have caught this already, but the following items are not present in the P99 database:
- Ice Radish from Halas
- Rathe Berries from Lake Rathetear
- Tea Leaves from Highpass
While the leaves from Highpass and the radish from Halas are specifically mentioned in both the Sep1999 thread and the Oct1999 newsgroup post, they are not present in the EQTraders forage table I linked above. They aren't even listed in the live EQTraders database (https://eqtraders.com/sources/source_zbt_page.php?st=Foraged&menustr=110070000000). It would be interesting if anyone managed to forage them on the Live servers.
The rathe berries do appear on the in-era EQTraders forage table linked above, however.
Also, flagging Tea Leaves and Thunderhoof Mushrooms for Sep1999 will effectively break the Feskr's Supplies (https://everquest.allakhazam.com/db/quest.html?quest=643) quest until that date. This quest was added to the game with the Apr2000 revamp of Kerra Isle.

The Rathe Berries are present in the actual db - I believe I didn't catch that when I did a blanket removal of general 'Berries' for the text I posted in the thread.
For the Ice Radish and Tea Leaves, I guess I'm wondering do they exist on live today? If they were originally in those zones and then removed, why?
Also, flagging Tea Leaves and Thunderhoof Mushrooms for Sep1999 will effectively break the Feskr's Supplies (https://everquest.allakhazam.com/db/quest.html?quest=643) quest until that date. This quest was added to the game with the Apr2000 revamp of Kerra Isle.
Aside from the drops, what else broke the ability to do this quest - i.e. should Feskr simply not respond/interact prior to Apr2000?

I'm sure that since the last patch, that tea leaves have changed from a meal to just a tradeskill item.
I noticed this while foraging and kept getting a You have scrounged up something not edible from the usual you have scrounged up food.
Or am I slow and this have been done for ages?

The tea leaves were definitely a meal two months ago as I had my low level ranger alt in EK practicing foraging. Unfortunately, he ran out of food and ate the 10 tea leaves he had foraged after I went AFK for a few hours.
This is a nice, albeit minor, change. Time to have him forage again in EK.

In Kerra Isle (Kerra Ridge), a new named Kitty called Feskr Drinkmaker gives out a quest which requires that you bring back a bottle of Tunare's Finest (Found in a bar in Felwithe), some Tea Leaves (foraged in East Karana), a Thunderhoof Mushroom (Foraged in South Karana), and a Handmade Backpack (Tailored item - High Quality Bear Pelt & Backpack pattern)
This quest seems relatively easy to do, however there seems to be one problem -- The patch which changed Kerra Isle also seems to have changed the rare in East Karana. Last night, while powerforaging, my wife recieved a pebble (nodrop item, blackened sapphire icon) instead of tea leaves. Apparently, either Verant has moved the zone that has Tea Leaves and replaced them with the pebbles in East Karana, has made a typo and has people foraging items they should not be foraging, or has made there be two rare forages in East Karana. In any case, we haven't been able to find Tea Leaves, so if anyone forages them there (After the patch on the 12th) or finds their new location, post it here!
oh..sorry forgot something, the location I forage the Tea Leaves is at the HighPass ram bottom (which is the Sir xxx npc's place) wish it will help you =)
I just finished this quest tonight (4/13), thank you so much for the info. I used about 20mins to forage the Tea Leaves, and about 30mins to forage the Thunderhoof Mushroom. pls don't give up.. wish everyone lucky on this quest =)
You can still forage Tea leave in EK, they add Plains pebble(If any finds a use please post it ) to all the Karanas, I foraged one in Sk that night, trying to get a mushroom, so keep trying for the leaf. =)
I searched (http://search.eqarchives.org/?q=Ice%20Radish&size=n_20_n) for ice radishes but found no reference to them (only Wild Radishes). Likewise I couldn't find any reference to Highpass tea leaves.

Aside from the drops, what else broke the ability to do this quest - i.e. should Feskr simply not respond/interact prior to Apr2000?
By effectively break, I just meant players wouldn't be able to complete the quest until Sep1999 due to the missing drops. More of an FYI than anything else.
It's probably easiest to just leave Feskr as is. Allix in Kerra Isle offers quest text for the classically broken The Luck of Allix (https://everquest.allakhazam.com/db/quest.html?quest=647) quest. So Feskr would be similar until Sep1999.
