Cast Sight does not stack with Speed of the Shissar

Speed of the Shissar, as far as I can tell, blocks Cast Sight. It does not block Shifting Sight or Bind Sight. I'm not sure if this is an intentional recreation of a classic mechanic or a bug so I am posting it here for investigation.
