Quest Bug: 2nd Necromancer Skullcap

Description: Combining torn/ripped tapestry in sewing kit results in a torn tapestry

Steps to reproduce bug:

put torn and ripped tapestries in sewing kit/loom
got message saying "You fashioned the items together to create something new!"
Results in another torn tapestry.


Expected behavior: Supposed to result in a mended tapestry

Evidence/Research: Done twice, first time I didn't realize it failed and lost my 1st level skullcap

Could not replicate. Combined Ripped Tapestry and Torn Tapestry in a sewing kit.

Result was Mended Tapestry.

My guess is that this was never a bug to begin with. A failed tradeskill combine that still returns any item will also have the message "you fashioned the items together to create something new!" But the line of text above that will be "You lacked the skills to ..."
The torn tapestry is the normal returned item for a failed tailoring of the mended tapestry.
This combine is not No-fail.
