Serious question: How much does this matter? How hard is it to reform a guild with the same characters? Seems like an inconvenience at best to me, but I'm oblivious to the raid life.

Menden said they took a roster before hitting them so they know which characters are barred from raiding regardless of guildtag. Also mentioned if they jumped ship to try and circumvent the ban, more punishment might come.

That said, there are likely a rather large number of unguilded alts that aren't too far away from raid ready, so...
