Shaman can't learn Charm Animals (34)

Is this a bug or did Shaman not get Charm Animal until mid-Kunark? I bought the scroll and it says "Shaman (255)".

technically Shaman should be able to charm (same charm as enchanters) until it's nerfed at some point, then they get charm animal line (same as druids, but delayed in levels).

It's not added directly upon kunark launch. I believe nilbog referenced this timespan as 2 months after kunark launch.

Shaman can now cast Charm Animal
