Will the Level 53+ Dragon Banish be 3 months into Kunark like live?

Characters who are over level 52 cannot directly engage Nagafen in combat, as he will banish them from his lair upon gaining aggro. (implemented in the June 25th 2011 patch on P1999, and ~3 months after the release of Kunark on live).

IIRC, on Blue, the 52 cap was implemented approximately when the world dragons were released.
