Name and shame for scout roll

Ive been seeing tuffcrackers from Azure guard roll and bail for a while now but not see many call them out for it.

Would have assumed that would be a suspension violation since there are more than 6 people that do the kill. Guess he could get away as long as he ditches, but if he won or participated, would he be in violation? Are other AG, Freedom, Riot members participating?

After numerous scout rolls with no one present conning green, it's apparent some consensus exists in game.
