I would assume:
Names from popular media. These names can be either fictional (e.g. Rambo, Darthvader) or non-fictional (e.g. Garth Brooks, Pierce Brosnan, George Washington, Michael Jordan).
Phra Paisal Visalo is a RL Buddhist monk.

I don't see why that's "popular" media, though. Paisal Visalo is a writer, but he never wrote anything as famous as Star Wars or James Bond.

I wondered if they applied "Names of religious, occult, or significant historic origin (e.g. Jesus, Allah, Satan, Stalin)." to it, but...this Paisal Visalo dude is nowhere near as famous as Jesus, Allah, or Satan.
Maybe a P99er involved in Thai politics thought it was too politically charged and reported it? Beats me.

Pretty sure other players reporting stuff is the main way any names get changed, so yeah.
