Azaracks should not drop 4 key pieces every time, .
The Drexxell guide (http://www.zlizeq.com/planeofsky/) indicates that they drop 1-3 per kill, plus the 4 from protector, for a total of between 13-31 keys per clear. I, and I think most, consider the Drexxell guide the PoSky bible. He does mention that the 220 hitter gets removed, explains the missing mob.
The key loot of interest is called "a broken mirror" and drops 1-3 at a time off of each of "an azarack" and 4 at a time off of the boss mob "Protector of Sky". As such, 13-31 total keys may be gotten from this island.
Checking an_azarack on Allakhazam (https://everquest.allakhazam.com/db/npc.html?id=4635) gives this comment from 2002:Each of the Azaracks drop 2 mirrors, plus quest pieces. There are (9) regular Azaracks, yielding 18 mirrors (for the key quest). The boss Azarack (hits for 220) drops 2 more mirrors and the protector of sky drops 4 mirrors.Which yields 24 keys to get to the next isle.
My memory, which is no evidence at all, was that they were variable.
