Currently, the UN will not accept even those who are able to do the content. Meaning a bottleneck for order has been reached. This leaves guilds outside of the UN unable to gain an ordered raid time/slot, therefore forcing them to essentially "snipe" the spots of those in the UN.

It is difficult to participate in the UN agreements when you are not allowed in the UN.
