So, Kedge Keep wasn't itemized until the October 28th 1999 patch:

Functionally what this means is that there were no unique drops in the zone. This included Swirlspine Belt etc:

Part of the reason that
Kedge Keep hasn't been explored is that if you go there and kill
things, you'll get some gold pieces, maybe some fish, maybe some
common gemstones, and not much else.

I'm unsure whether Phinigel's drops were added until this patch. But I do know for sure that the Swirlspine Belt was not in game until this patch:

Next on today's update would be the location of the "new" Haste belt(Swirlspine Belt) for melee-only classes which is found in Kedge Keep on a named lvl 51-52 Swirlspine Seahorse in the vicinity of Phinigel Autropos, the Lord of Kedge Keep.On that note, enjoy all.

Kedge Keep is located in Dagnor’s Cauldron under the surface of the water. This Dungeon is tuned for lvl 30-50. DO NOT attempt to go here if you do not have Enduring Breath, or a Fishbone Earring. For the most part at the moment the Dungeon is unitemized. Being the only things I have found so far are a Sword Fish Bill (Piercing, Dmg 4 dly 28), Shark fins and bones, and the standard runes.
Once you Enter Kedge will you will come into a Large room with three more hallway entrances which have all been blocked by crumbling rock over the years. Also in this room are four Lancer swordfish, the least of Kedge’s denizen’s. They are lvl 31-32. You will also notice a large hole in the center of the Room, this is how you go farther into Kedge. If you swim down this hole you will find another room with four gates, one with a Cauldron Shark (34-36), and one with a Stilleto Tooth Piranha (33-35). The other two rooms you can safely get to if you are careful, because there are more Stilleto Tooth Piranha at the very bottom of that hole you came down, and Swordfish lining the ceiling. Once inside these two rooms you can use the passageways that are but small missing tiles and go deeper into Kedge. For all you good races, the mermaids (lvl 41-43) are not KOS. So you can freely walk/swim by them until you kill one or two, which will be tempting with the high level named Mermaid Enchanter that sits down there. The real prize to Kedge though is Phinigel Autropos, the last of the Kedge. Good swimming to you all!
