Is that against the rules on P99? I don't recall it being expressly against the rules back in the day on live, which was part of the impetus for various pet XP and FD changes etc.

It is against rules to afk pet farm. It’s not against rules to afk at a camp while you wait 5-27 mins on your respawn. As long as your keeping PH clear. Now If you see them afk and mob is up. And you actually wait 2 mins it’s yours. But don’t be what OP probably does and walks up hails one time and starts to KS

I'd add that you should probably try and converse with them first too, not just wait 2 minutes. Maybe the last fight went worse than it usually does and it's taking them a bit longer to med/heal up than it normally does. If they respond to you when you ask if they're camping it, I'd just move on. If they don't answer for a few minutes then it's yours.
