What can you do about it on pve servers?

1. Ask for more rules.
2. Shrug and realize that sometimes other people can be a dick and get away with it.

I hope he disconnects from a /list camp and can't get back on.

Don't let the mockery from others dissuade you from seeking justice due to it being a low level camp. All matters should be respectfully considered. As an Erudian High Council Official I suggest you provide evidence as we can't just take your word for it, regardless of how plausible it sounds. If you can provide evidence then we will make our decision. Otherwise consider this a learning experience and learn to play. Try OBS or screenshots.

Technically, natural citizen green players will have seniority at all camps for some time to come. Teal immigrants will have to hope to find a friend to sneak them into loot groups.
