Ok, first off. The word is pedomoprhic, not neo-natal. Neonatal specifically related to newborns, and if you ever saw a newborn they look more like an 80 year old. And it is also not related to gender. Pedomrorphic traits are highly selected for in both genders in the absence of media/cultural bias, not just a female thing.
