I was talking with someone in-game and they mentioned that Str effects both Dmg and Chance to hit with both melee and Bows. Is this true?

Is Dex just for procs and crits?

I am very, very uncomfortable admitting this, but on Project 1999, archery uses strength, not dexterity (https://www.project1999.com/forums/showthread.php?t=242638&highlight=archery+strength).
