With green launching tomorrow and blue patches at end of timeline, the blue era of p99 is over.

Final p99 power rankings--Velious Era
1. Rampage. Top raid guild at launch, they dominated early velious content, many server firsts, woke sleeper and retired. Inactive for years now, but no clear challenger to their position so they win.

2. Aftermath. Formed after launch, they dominated server for longest period of time. Large lead in "total kills of top targets" in velious era. Arguably a contender for the 1st slot before a sharp decline in Spring 2019 + Riot taking over.

3. Azure Guard. Well established at velious launch, Azure Guard has never held the top slot but has raided nonstop at a high level through
the entire velious era.

4. Kittens who Say Meow: Established prior to launch, Kittens has been large and active for the entire velious timeline. Never dominant at raiding but they kill targets when they put their mind to it. Well-Earned reputation as a friendly guild for casual players.

5. Riot. Formed in Spring 2019 and dominant since shortly after, Riot toppled long time leaders Aftermath, and would certainly be higher on this list had they had more time at such a high level.

IB rebirth was some cutthroat competition. They pushed us into instant Trak engages. Rampage only had Detox to deal and had A-team with epics, so that a guaranteed win.

These are rankings for the velious era, so no. Its bolded in the OP. I was not on p99 prior to 2015 so I limited my rankings to velious era only.

One could argue that staff oppression was also a major reason for TMO's rise to power.

I'm genuinely not sure which guild was better, IB/TR/Rampage were all very good at getting server firsts, but TMO controlled the raid scene for a longer period of time, and that's a pretty big accomplishment in the p99 world.
