Presently, casters are achieving roughly double their proper DPS at low levels by exploiting the weapon delay timer reset at the end of a spell cast.

Weapon delay timers should always be reset at the end of a spell cast until January 2001 in the timeline.

At that point, only hybrids (SK, Pal, Ranger) should get the benefit.

Casters should never, ever in this server's timeline not have their melee timers reset after a spell cast.

- Melee attack timers will no longer be reset when a SK, Paladin, or
Ranger cast a spell. Previously these classes had to wait a full attack
delay after casting before they would attack via melee again.
