Per http://wiki.project1999.com/Patch_Notes#September_28.2C_2000

Pauses in Socials
You may now enter pauses in social batches with the /pause command. /pause takes an argument from 1 to 600, with the value being equal to the number of tenths of seconds (i.e. /pause 100 will yield a 10 second pause).

The /pause command should not be in the game prior to this point.

NOTE: I haven't tested on Green beta to see if the command has already been removed; if it has I apologize for wasting your time.

Jesus, pause and the sit/stand commands were added THAT LATE? Holy shit, I felt like it was within a few months. Let’s do it, the crying will be fantastic.

I thought /stand was a late addition to replace /sit off because not everybody runs on programmer logic?

I looked into this and social macros have their own code function before entering the command dispatcher (where we hook), and /pause is handled prior to that. I'll have to revisit this later if we have time.

Pause currently doesn't report back that it's not a valid command. But after much testing, it's for sure not working at this time.
