Iksar Shaman Cudgel quest

I am a Troll Shaman attempting the Iksar Cudgel quests. I obtained the first cudgel, but when I turned in my cudgel and the three skulls, I got nothing back. Could this be a faction problem or is the quest bugged..any suggestions?

Sorry, let me do a better job of explaining. I obtained the first cudgel by completing "The Penance" quest. For the 2nd cudgel, I handed the three named skulls and my cudgel to Hierophant Oxyn and got nothing.
