East Commonlands is the correct option.

There's some unclassic ward that banishes Sergeant Slate. Evil races should regularly die to him being trained to the tunnel. The lack of this experience kills immersion and makes the entire zone a dumpster.

You can still train the druids in EC onto level 1 evil races. Get aggro on them, run to the lowbie evil traders and then gate - they will aggro as planned.
