So there was a weird situation at today's turn in:
Prior to gloradin spawning, someone killed garadain. Shortly after when gloradin spawned, we turned in the marching orders to her to trigger the 8th war, under the expectation the quest garadain will respawn but he didn't. She said the quest lines and walked off but no garadain spawned and no war happened.
I believe garadain should respawn even when he isn't up so the quest can proceed upon the turn in. This appears to be a bug
