Rogaen, please remove the following rule from your post since it is completely ignored by your staff:
Guild Accountability
The leadership of a guild is responsible for ensuring that all of their members are abiding by the Project 1999 rules. Frequent or Reoccuring violations by members or the guild as whole could result in the guild being disbanded and/or possible action against the leadership.

I think everyone can agree that the same people on the server over and over are ruining the raid scene and when the GMs received legit petitions that they have more often been ignored or brushed aside in favor of that guild "conceding loot or a mob one time".
That mentality goes against the statement of "Guild Accountability" and turns this server into a bunch of assholes running rampant on the top end of the raid scene pushing decent people off the server.

How about just taking the GMs out of the raid management tasks and letting the no-lifer guild piranhas eat each other?

Gms got involved when it was necessary in classic. Usually it was to address exploitation. However, occasionally they would step in to prevent one guild steamrolling another. That's about all I remember of gm involvement on live.

That deprives all but one guild of their deserved pixels for minimal effort when all guilds could put in thousands of man hours each week to deprive each other guild.

Rogean shouldn't be involved in anything to do with P99 other than making sure the server bill is paid, and keeping Daybreak off P99's back.

The "Top end" you speak of is the minority (at least on blue).
The majority Top end keep this server going. A lot more give away more than they take. No shit some are what you say but your analysis is shit and one sided.
Recommend trying both sides before ya judge.
I know I've gave out at least 100k in the past years here and I am NOT alone.
Going broke all the time just to help complete strangers is way more common than someone trying to harass the casual community here.
I see it happen all the time. Go watch some streams and get real.
You think banning a big raid guild is going to help the server more than say that same raid guilds members passing out stuff to random naked new players?
Starting naked can be nostalgic for the pros and this really does not apply to that group. but lets be real it is not fun for new players to everquest or new players to classic EQ to be constantly dying and corpse running multiple times per level and only fighting blues (or maybe a black if your lucky R n G goes your way. )
Now , throw them a nice robe or cool weapon and its gotta be near 99% that they will for sure log back in at least once , and some will go the distance and hit 60.

There wasn't a lot of power-playing back then. Most of the pop was tabletop D&D players who wanted a mass world to play in.... at least from release through Luclin.
They also didn't get caught on the uphill treadmill:

I was a guide on Tarew Marr. GMs only stepped in for exploits, player and account emergencies, and events.
They didn't act as police.
Greed wasn't a virtue or a collective viewpoint.
I think the situation has changed since then, I think an impartial, non guilded,and honorable older adult should be assigned to ensure that avariciousn hostility doesn't become the hallmark of the raiding community.
The game is the people. Who cares if a given person is uber geared if everyone hates them? Most uber gear so they can feel good about their character, and thus: themselves. Being greedy is counterproductive. Gear is good, but it is no substitute for good fellowship.
