For reasons probably to do with faction, the Scout Blade (http://wiki.project1999.com/Scout_Blade) in Kelethin is not available to rogues. You can con amiable to the whole guild and Laren (the quest-giver) just stares at you indifferently and refuses to respond to the quest dialogue.
Some Googling suggests it might be classic, but it's still bugged.
