If that was the intent, the raid policy failed utterly. Instead it's had the opposite effect. Class R became class "Refuge" for guilds that can't compete with TMO. They avoid getting flagged as class C like a plague. IB seems like the only one who tries. In effect, TMO and IB no longer have to beat 9 or 10 other guilds to get most of their kills; now they only have to beat 1.

The main effects of the class system seem to have been to a) prevent most guilds from working with each other or significantly helping each other, and b) to cause the second-tier guilds to start disliking and distrusting each other instead of focusing all of their hate solely on TMO.

All I've seen since the new raid rules is more people having fun, enjoying classic eq, and population has been up. Dragons live for longer than 30 seconds (sometimes). Don't have to sell your soul to the TMO war machine to even see a dragon.

The difference now is that Class R guilds are fully sheltered from Class C guilds. Class R guilds exist as Class R specifically because they choose not to operate in the manner that class C guilds are willing to. Because of this, Class R guilds never had meaningful or substantive participation in end game content. The current setup completely segregates the populations so that each may enjoy its own playstyle without regard to the other. From my perspective, Class R seems to be getting along admirably. They've established a rotation, and are handling disputes and issues with relative civility and efficiency.

Khanable: Good portions of our (mine and Frieza's) respective posts are saying roughly the same thing in different ways. Class R in effect provides a refuge. The other part of that discussion (how well the class R guilds are getting along) is more open to interpretation. My post was a response to an earlier comment that the rules, as designed, were intended to encourage competition at the class C level. I maintain my opinion that if such was the intent--which I am not personally sure of--then the policy failed.

Of course, I don't really believe anyone genuinely wants competition in the first place, forum PR talk notwithstanding. One of the truths of EQ competition is most folks only want it so long as they consistently win--so long as it's not really competition at all. That's just a personal opinion, though.

With respect to the original post, I presume class C has its own rules so as to future-proof it against such a time as more guilds eventually enter the class.

The crux of pre-class assigned raiding was the size of variance and extended variance. There were other changes made besides the variance reduction but variance was the big stopping point for guilds not TMO,FE or IB before the changes. Other guilds simply did not have the people that could or would track mobs that long. Any guild (even a small guild with quality players) can rotate tracking a target between there guild for the short windows now.

It has been pretty surprising to me that more guilds haven't went for certain FFA targets because of these short windows. It's really quite easy and a lot of times takes less than 8 hours of actual tracking before these mobs spawn. It was the single biggest change made to the raiding environment outside of VP(Yes even bigger than giving Class-R vending machine loot basically with class assignments on mobs). Inside of VP removing no gm involvement made the biggest change.
