Should be able to say anything within reason in RnF, with maybe the exception of posting RMT details or someone's RL info.
That's why its RnF/NSFW, right?

But better to keep the distasteful stuff out of server chat, it's not for everyone.
Arguably if anyone is easily offended they shouldn't be going into RnF in the first place, and there is an opt out.

I think the forum reflects forums of 2014 on the internet.
There's trolls out there in abundance, and there's people who use the forum for more than finding info and posting problems. Within that, the P99 community is actually very good and much better than the Riot (LoL) forums and anything WoW.
What do you expect for a "free to play" game though? Forum accounts aren't linked to LS accounts etc.
People who get upset over bad language on the internet are gigantic fgts. Don't be that guy.

I agree, we need far more bans for profanity.

I actually think the RNF forum should be hidden from public view and only show up if you're logged in. I think it can lead to a bad first impression of the community. The majority of players probably prefer a family-friendly, positive experience.
