Default Group Buff Level Restrictions

Is it SUPPOSED to be that we can avoid the level req's for casting group buffs using target nearest PC? This is the F7 key for me.

If I try to cast Regrowth of the Grove on a low-level toon, it says "Spell is too powerful for it's intended target".

If I target myself, then cast RotG and mid-cast hit F7 and target the low level player, the spell lands on them and their entire group. This works for ALL GROUP BUFFS, but does NOT work on single-target buffs.

If this is how it's SUPPOSED TO WORK, why can't we just drop the level restriction altogether? Is this a classic thing I'm unaware of, or maybe a bug, maybe an exploit? Not sure where this lands. I assume one of you village elders knows the way.

Even before tgb era all you had to do was group with them and target yourself. It's an easy thing to bypass as is.

Pretty much all of the above: In original EQ group buffs could be made to land on low-level characters. It obviously wasn't intended but wasn't fixed in a timely manner, either, so P1999 replicates that behavior.
