What he means is that turning off quest experience didn't stop people from leveling up iksars incredibly fast, they just went from quest experience to power-leveling. Also the achievements have been populated now so nobody's chasing those "server firsts" anymore. In summary, there's no reason to keep quest experience off at this point.
