They already did it with the medicare/medicaid expansion.

Took electing a democrat to governor to get the state to accept the money to help their citizens with medical issues. Thats the republican party. There are billions of dollars sitting there, already allocated for these states, for their people, but the republicans say no. They say "if we can accept it, then give it away in the form of a tax break to my donors/millionaires/corporations, thats the only way we will take it.".

They see any money going to help average americans as money lost to their donors. Pretty easy to see.
