Default Dex procs are over nerfed
It shouldn't take 5+ total minutes at 255 dex to get one proc.

I would like to see a change in the mechanic where it gets a small stacking % chance (even if its 1% chance or lower) per hit to proc but I do not understand how hard it would be to implement
