Miscellaneous: Goblin Forged Iron Legplates

I am not sure if this is intended or is a bug but myself and several other players on Green have been in Temple of Droga for the past week and a half. I am doing some "fashion-questing" and the legplates are the only goblin forged that do not appear to be dropping in the zone. Again, not sure if this is a bug with the drop or if it is intended.

From what I have found online, the Goblin Boneseer appears to be the mob that should be dropping these, but they are dropping the armplates instead.
