Time for a minimum level to roll for Scout

With 60 people showing up to Scout rolls and level 5's who could never complete the quest winning, it's time for a player agreement on blue with a minimum level to participate in the Scout Charisa roll.

What should it be? 46? 50? 55?

Low level characters roll with disadvantage and others present aren't obligated to assist, not that they are currently afaik.

Personally, I don't have any objections to someone 46+ rolling. At least they can contribute to the kill, whether by kiting or providing SOME sort of DPS or heals. A level 5? Seriously? How is a level five going to help kill a level 58 mob?

Welfare roll? Everyone out there has helped and earned their spot. Even if no one helped, you would only need 2- 3 friends to get it at level 55+

There's a huge difference between a level 60 auto attacking and a level 5. If you believe this is acceptable, ask your guild if you can start raiding with a level 5, everyone is just afk auto attacking. I mean, they're all just getting welfare loot anyway, right?
