Abashi Rod

I am just looking to gather some info on how this weapons clicky works here on P99. I am having discussion about this on another emu and there are a few deadset on this removing only beneficial buffs. Per the spell description and looking at posts about the abashi rod here it looks like it should remove first 3 available dispellable slots beneficial or detrimental. Can someone who has this or knows for sure give me some clarity on the subject.
