Skill ups on players
Not sure if this is intended, but I was messing around casting burst of flame on a lv1 green city protected player, and even though he's protected, my spell skills still raise when I cast on him.

I noticed that too. I assumed this was intended and wanted to try working on my 2HB on my boxed toon ... to no avail.
Looks like you can't (melee) skill up on other players, but spell skill up works. Tbh, both should work. When you hit a player isn't much different of hitting a mob : you use a weapon/spell | ||

I'm pretty sure casting skill increases in PvP are classic. It doesn't really distinguish between types of targets. You can raise casting skills on yourself as well, and I think even on corpses and boats and other crap like that. Basically anything you can cast a spell on, whether or not it can land. Melee skills could not be raised in PvP on live servers, but they could be raised on pets.
