Could log in later to verify but based on patch notes I'd say this was fixed.

Nilbog: 2/3 Damage over Time penalty no longer affects rooted targets.

Can confirm it was fixed with the latest patch, DoTs now do 100% damage to rooted mobs without needing to engage in combat.

It has made root rotting a lot more consistent, predictable, and enjoyable (coming from a place of it being 0% enjoyable).
