Spell Particle issue

Hey what's going on guys so have had this issue for a while now but I can see players are casting spells but cannot see the effects on mobs. I can see buffs and everything like that but I just can't see any spell effects on any mobs besides mine. Not sure if this is a setting I need to change?

Have you looked at the Particle settings in the Options?

Appreciate the reply! Yeah, set those exact settings and nothing. The only thing I can get to make changes in the brightness of the spell effects.
