Rate Limit on Tells

Getting it all the time. Usually on a /tell convo I tend to send some 5 words, continue with "nowait!" and go on with some 5 words again. Like think and type at same time, not make 5 paragraphs each tell. And every 4 tells I get rate limited for some 40secs. Talking with 2 or more people at the same time is semi-impossible. =(

Not sure what dev changed the variables for the throttle system, but I'll look into this and get it fixed and patched tonight.

This might make sense for other channels but I doubt more than a few people are getting spam tells so bad it's unplayable.
