They were placeholders to let players know a new story npc was going to be added to the area soon (e.g. before an epic NPC would get added).
Personally, I hated them and found them really immersion breaking.

Actually i found the original .bmp files on an old file transfer cd : july 4th, 2001 for the first one and july 6th, 2001 for the second one.
Found some other fun stuff while looking for them screenshots, including the version 3.1 of Vaslin Slickfinger's EverQuest Compendium along with EqCaster.exe, and some saved web pages with their in era ads. Mith Marr had some auction activity in G Fay but it was mainly located in N Freeport. You could always tell how many people were in the main area around the bank before you made the turn into the square as that's where the lag would hit you. It was a more lively situation then our current tunnel. There were plenty of evils hanging out in the backyards and tunnels of N Freeport.

I forget which PvE server I played on but it was a gfay server for sure. 2-300people in kelethin at peak times
