Could a Hybrid PvP/PvE server work?

Wondering if something where certain zones with highly contested items could be pvp enabled instead of list camps and the bluebie hand holding? These could rotate so people who want to PvE can do so in peace but those who want to PvP can engage in those zones. PvP zones would have boosted exp and maybe some other perks.

Could a set up like this work? Call it P1999 Orange or Purple.

Would also like to see a set up where guilds are limited to X amount of people to avoid mega guilds forming and taking over a server...such as a seal team or kingdom.
