Magician Thurgadin Armor Quests

It seems the Quest NPC, Kyla Frostbeard, has been broken for a while. I submitted a reimbursement petition for a turn in I did and it was answered fairly quickly by the staff and verified for reimbursement. They also mentioned that they knew the issue was there and I guess apparently numerous other reimbursement petitions had been submitted. The NPC is still not responding, and apparently killing her and letting her respawn doesn't fix her. Is a server reset required to fix this NPC or is this an NPC that can be reset by the staff individually or the even the zone itself? Any update would be excellent!! Thanks for all you do for us!!
