Against even targets on live you had a 50% hit rate against even levels. For some reason level is not being factored into melee hit chance on our server.

second, you are going to need a much larger sample size to prove anything.

yea this has been a problem for awhile, pretty complicated fix tho I think is the issue

AC pvp = near pointless

pure melee have insane hit rates

bards melee as good as shadow knights or paladins in pvp, which is hilarious

ya also that's why certain classes have odd skill caps (like 252 instead of 255) to further influence this that
