Game Mechanics: Don't HK guards run under 20%?

I've noticed the guards in HighKeep very rarely run when they hit 20%. Specifically, Guard Handy is the only one that runs anymore.

They used to all run, but this stopped after the last batch of patches. Any thoughts?

Issue relating to the check range on fleeing when near friendly NPCs.

They aren't running because through a wall or above a ceiling there is a guard near them. I believe Haynar fixed this for the next patch though.

Any word on this? Not enjoying Bosec doubling for 70 when he has 0% hp.
